I think black people needs lots of help, why don't we help them?

There are lots of bllack people that need help, given the high poverty rates this particular race pose, why are we not increasing taxes to help fund their lives from poverty to a more middle class way of life. i believe in charity and believe we should look after one another. why shouldn't the black community enjoy the benifits of a civilised sociaty?
