Is $650 worth replacing a water pump on a 1997 Pontiac Grand Am, Quad 4 engine.?

A reputable radiator mechanic pointed out some cracks in the radiator tank, and refused to work on it. The radiator does not leak. He did NOT anything good to say about this particular engine. Any thoughts?
